29 CFR 1910.147(c)(7)(i):The employer did not provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees: (a) Production Plant, South End: On or about November 16, 2020, Spanish-speaking operators were not provided a Spanish Operator's Manual and lockout tagout training in a manner they could understand when performing maintenance and servicing tasks on the #2 MBK Reinforcement Cage Welding Machine, exposing employees to a caught-in hazard. (b) Production Plant, North End: On or about November 16, 2020, Spanish-speaking operators were not provided a Spanish Operator's Manual and lockout tagout training in a manner they could understand when performing maintenance and servicing tasks on the #1 MBK Reinforcement Cage Welding Machine, exposing employees to a caught-in hazard.
