(a) Lurgi Plant: The employer has not identified and followed Recognized and Generally Accepted Good Engineering Practices (RAGAGEP) when determining the quantity of chlorine-containing gas released and the affected area. (b) Lurgi Plant: The employer has not identified and followed Recognized and Generally Accepted Good Engineering Practices (RAGAGEP) for chlorine monitor maintenance and calibration. (c) Lurgi Building: The employer has not identified and followed Recognized and Generally Accepted Good Engineering Practices (RAGAGEP) to determine the amount of caustic required for an emergency condition.
