29 CFR 1910.134(c)(3): The employer did not designate a program administrator who was qualified by appropriate training or experience to administer or oversee the respiratory protection program and to conduct the required evaluations of program effectiveness: Railcar Cleaning Terminals: On or about May 10, 2019, and at times prior thereto, employees were exposed to respiratory hazards, while conducting the de-heeling process inside railcar tankers that contained chemical commodity such as, but not limited to, natural gas condensate, sweet crude oil, and hydrocarbon sludge without oversight from a qualified administrator trained in evaluating the effectiveness of the developed respiratory program.
