29 CFR 1926.20(b)(2): Frequent and regular inspections of the job sites, materials, and equipment were not made by competent persons designated by the employer. a. Vaughn Industries, Inc. work-site located on County Road 40 in Sullivan, Ohio: On or about April 9, 2019, the employer did not develop and implement a traffic control plan that included proper placement of warnings signs, transition zones and work zone inspections for a rural roadway. One feasible and acceptable method to correct this hazard is to develop and implement a site specific traffic control plan which identifies explicit procedures for traffic control and flagging operations. This plan should consider and reference factors such as but not limited to: set up of the work zone including transition zones, flagger locations, placement of warning signs, and work zone inspections according to ANSI A10.47 - 2009 Work Zone Safety for Highway Construction and the Manual for Uniform Traffic Control Devices 2000 ed.
