29 CFR 1910.28(b)(15): (15) Walking-working surfaces not otherwise addressed. Except as provided elsewhere in this section or by other subparts of 29 CFR part 1910, the employer must ensure each employee on a walking-working surface 4 feet (1.2 m) or more above a lower level is protected from falling by: i) Guardrail system ii) Safety net systems; or iii) Personal fall protection systems, such as personal fall arrest, travel restraint, or positioning systems. a) On 3/18/2019 the employer did not ensure that employees working on the backside of the #18 Coater machine were protected from a fall of greater than 4 ft. Two employees were climbing on the backside of the machine cleaning excess coating out of the oven, an employee stepped off of an oven vent and fell through a opening in the deck of about 2 ft. X 4 ft. The employee fell approximately 5 ft. to the concrete floor. The employees were not protected from falling to a lower level.
