29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance: a) Facility: On November 13, 2018, and at times prior thereto the procedures for hazardous energy control during cleaning/sanitizing, scheduled and un-scheduled maintenance activities did not clearly identify the scope, purpose, rules and techniques needed to ensure complete employee protection. Discrepancies include, but may not be limited to, disconnect switches mislabeled or not labeled, energy sources and covered activities were not identified. b) Facility: On November 13, 2018, and at times prior thereto, after a modification was made to the ricer machine, the hazardous energy control procedures for cleaning/sanitizing had not been fully developed and implemented before employee's were tasked to do this job. Note) Certification and documentation of corrective actions are required for this item.
