29 CFR 1910.147(c)(4)(ii): The procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance: a) Facility: On October 2, 2018, and at times prior thereto the draft written procedures for energy control did not clearly identify rules and techniques needed for energy control. Discrepancies include, but may not be limited to, inconsistent identification of machines between the written procedures, authorized and affected employees and the computer operator. b) Facility: On October 2, 2018 and at times prior thereto the draft written procedures did not clearly and specifically outline the roles of the mechanics and the mechanics helpers. c) Facility: On October 2, 2018 and at times prior thereto the draft written procedures did not clearly and specifically outline the difference between cleaning activities and maintenance activities, when cleaning becomes an unscheduled maintenance activity requiring a lock out or tag out, and who would make that determination.
