29 CFR 1910.147(c)(7)(i): The employer did not provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees: Plant no. 9 (Streator, Illinois), selecting area, H2 FP3 inspection line, infeed conveyor - on or about March 22, 2018, process checkers/inspectors assigned to perform servicing and maintenance activities that required the use of lockout/tagout were not trained on safe application, usage, methods, and means to isolate and control hazardous energy sources as they were permitted to rely on emergency stop control. Employees were assigned to clear glass from the infeed conveyor's components that exposed them to in-going nip points. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
