29 CFR 1917.112(b)(3): Where guardrails are impracticable due to machinery requirements or work processes, an alternate means of protecting employees from falling, such as nets, shall be used. On or about 02/05/2018 approximately 4:45 pm, at the Lemay Terminal located at #1 River Road, St Louis, MO, employee engaged in shoreman operations while standing on barge area lost his balance and fell between the dock and cell, exposing him to a 8' 4" fall into the Mississippi River. No alternate means to include, but not limited to, a safety net was provided.
