29 CFR 1910.180(h)(3)(xiv): Before traveling a crane with load, the employer did not designate a person responsible for determining and controlling safety. Decisions such as position of load, boom location, ground support, travel route, and speed of movement shall be in accord with his determinations. The employer failed to designate a safety person to inform all others of the position of the pump jack, the travel route of the pump jack and the positions where others are to be, so they are not exposed to struck by hazards.
