29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards: (a) M&GR Construction LLC at 216 Fly Line Drive, Silverthorne, CO 80498: On and about March 3, 2017, the exposing employer did not ensure that employees were protected from injury, in that employees were not effectively trained to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards. Three employees conducting carpentry work on the second story of a residential home were not utilizing a fall protection system when working around or egressing an unguarded stairway. The second story stairwell did not have a guardrail system. This condition exposed the employees to a fall of approximately 10 feet from the second to the first floor and resulted in an employee falling into the stairwell and being hospitalized. Abatement Note: The employer shall assure that each employee has been trained, as necessary, by a competent person qualified in the following areas: a) The nature of fall hazards in the work area; b) The correct procedures for erecting, maintaining, disassembling, and inspecting the fall protection systems to be used; c) The use and operation of guardrail systems, personal fall arrest systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used; d) The role of each employee in the safety monitoring system when this system is used; e) The limitations on the use of mechanical equipment during the performance of roofing work on low-sloped roofs; f) The correct procedures for the handling and storage of equipment and materials and the erection of overhead protection; and g) The role of employees in fall protection plans; h) The standards contained in this subpart.
