29 CFR 1910.147(c)(7)(i): The employer did not provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees: On or about 1/12/17 at 200 Jackson Road, Jackson, GA: Authorized employees breaking up frozen sand in the concrete batch plant were not provided training to be able to recognize the hazardous energy source that were not de-energized. On 1/10/17 one employee was hospitalized after being caught-in the sand bin of the concrete batch plant, while the equipments, electrical, pneumatic, and mechanical energy sources were not de-energized and locked or tagged out.
