Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employee(s) moving about on steel girders on the southwest side of the Speers/Belle Vernon Bridge (I-70) over the Monongahela River approximately 70 feet above ground level were not protected from a fall hazard. Among other methods, one feasible and acceptable abatement method to correct this hazard would be to utilize safety belts with lanyards attached to lifelines at all times. IN THE ALTERNATIVE: 29 CFR 1926.28(a): Appropriate personal protective equipment was not worn by employees in all operations where there was exposure to hazardous conditions: (a) Speers/Belle Vernon Bridge (I-70) over the Monongahela River, southwest side; Employee(s) moving about on steel girders were not protected from a fall hazard. A safety belt with lanyard attached to lifeline was not being utilized.
