29 CFR 1910.119(l)(1): The employer did not implement written procedures to manage changes (except for "replacements in kind") to process chemicals, technology, equipment, and procedures; and, changes to facilities that affect a covered process. In the Ammonia Refrigeration Process at American Cold Storage located in Tulsa, Oklahoma, the employer did not implement Management Of Change (MOC) for the following additions: 1. Filter drier and piping system. 2. Piping connecting Valve 100 to adjacent piping outlet on Control Pressure Receiver vessel.
