29 CFR 1926.502(b)(3): Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge: The employer is failing to protect employees from fall hazards when they are working in the vicinity of a ladder system and floor hole. This was most recently documented at 1850 P Street, Lincoln NE, 2nd Floor East Ladder access, when employees were observed in the area of a guardrail system which was not built to withstand 200 pounds of force. The guardrail system was constructed with lumber (2X4) and withstood minimal pressure before exhibiting signs of failure. Abatement certification is required for this violation.
