Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) The energy control program initiated by Freedom Electric was inadequate in that it did not include written procedures for control of electrical circuits by locking and/or tagging while employee(s) are exposed to contact with parts of fixed electric equipment or circuits which have been deenergized. Freedom Electric employee(s) performing work on electrical circuits for feed mill equipment such as elevator legs, grinders, and scalpers at Ox Town Cattle Feeders Inc. without benefit of such energy control procedures were exposed to injury. Among other methods, one feasible and acceptable abatement method to correct this hazard is to develop written procedures for the control of electrical circuits by locking and/or tagging. IN THE ALTERNATIVE 29 CFR 1910.333(b)(2): The employer did not maintain a written copy of the procedures outlined in paragraph (b)(2)(i): a) The energy control program initiated by Freedom Electric was inadequate in that it did not include written procedures for control of electrical circuits by locking and/or tagging while employee(s) are exposed to contact with parts of fixed electric equipment or circuits which have been deenergized. Freedom Electric employee(s) performing work on electrical circuits for feed mill equipment such as elevator legs, grinders, and scalpers at Ox Town Cattle Feeders Inc. without benefit of such energy control procedures were exposed to injury.
