29 CFR 1926.451(b)(8): At all points of a scaffold where the platform changes direction, such as turning a corner, the platform that rests on a bearer at an angle other than a right angle was not laid first, and platforms which rest at right angles over the same bearer shall be laid second, on top of the first platform. a) Jobsite - The employer does not require the scaffold platform to rest between the bearer and right angle platforms. The two scaffolds on perpendicular sides of the building exterior were connected by a working platform between two separate outriggers. This violation was most recently observed at the corner of the property located at 1401 North Second Street, Philadelphia, PA on or about 19 AUGUST 2014, where employees were performing bricklaying operations where the planks were not laid first securing them between the bearer and another working platform; thus, exposing employees to fall hazards of thirty-three (33) feet. To abate this ongoing violation the employer must erect scaffolding where the platform that rests on a bearer other than a right angle is laid first with right angle platforms over the same bearer laid second, on top of the first platform when scaffolding is required to turn a corner.
