29 CFR 1910.147(c)(1): The employer did not establish a program consisting of an energy control procedure, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative: (a) Vehicle Yard - On or about August 4, 2014, the employer did not establish an energy control program to prevent the employees from being exposed to hazardous energy sources when performing vehicle service and maintenance, to include gravitational energy from a raised automobile. Abatement Note: The success of an energy control employer's program depends upon a commitment to the program through, in part, the development and implementation of: 1. Procedures to clearly and specifically outline the necessary energy control steps to be taken by employees; 2. Effective training to teach employees about the applicable procedure for the servicing or maintenance task to be performed; and 3. Periodic inspections and other management procedures designed to ensure accountability.
