29 CFR 1910.252(a)(3)(i): Welding, cutting, or other hot work were performed on used drums, barrels, tanks or other containers until they have been cleaned so thoroughly as to make absolutely certain that there are no flammable materials present or any substances such as greases, tars, acids, or other materials which when subjected to heat, might produce flammable or toxic vapors. Any pipe lines or connections to the drum or vessel were not disconnected or blanked: a.) TNT Oil Co., 2215 Irvine Run Rd., Irvine, PA. On or about March 12, 2014, Torch cutting was conducted on a tank that was connected to two other tanks by an overflow pipe. One of the three tanks contained approximately 3 to 4-feet of crude oil. The overflow pipe had not been disconnected or blanked before torch cutting began on the tank. b.) TNT Oil Co., 2215 Irvine Run Rd., Irvine, PA. On or about March 12, 2014, the tanks were not cleaned of flammable materials and/or substances with absolute certainty that such materials were no longer present in the tanks before torch cutting was performed. Residue and grease from crude oil was present in the used tank when an acetylene torch was used to cut holes in the top of it.
