29 CFR 1926.451(f)(3): Scaffolds and scaffold components were not inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity: a) Job site, 6524 State Highway 30, Jeanette, PA: On or about November 20, 2013, prior to working on a pre-fabricated walk through type scaffold system to perform building exterior construction activities , the employer did not ensure that a competent person conducted an inspection of it to ensure that it was safe to use. Deficiencies noted during the inspection included, but were not limited to, the lack of baseplates being used appropriately, missing crossbraces, using an unsafe method of access/egress onto/off of the scaffold, failing to use the correct size crossbraces to secure scaffold frames, lack of using pins to join scaffold frames together and fialing to ensure that the scaffold that was plumb and level.
