29 CFR 1915.74(a)(1): The employer permitted employees to board or leave a vessel by using a substantial straight ladder that was not adequately secured against shifting or slipping when a gangway was not practicable: a) Boat Dock on or about March 06, 2013, the aluminum ladder that led to the boat dock did not have nonslip rubber cleats, exposing employees up to a 11 foot fall hazard. ABATEMENT CERTIFICATION AND DOCUMENTATION ARE NOT REQUIRED
