29 CFR 1910.36(d)(1): Employees were not able to open an exit door from the inside at all times without keys, tools, or special knowledge. A device such as a panic bar that locks only from the outside is permitted on exit discharge doors. Throughout Establishment: Employer did not ensure the exit doors could be opened without special knowledge so as to provide free exiting in the case of an emergency. Employees were required to utilize a tool to break the glass on an "Emergency Glass Break Station", located adjacent to the exit door. Violation occurred on or about 4/11/2012.
