Text For Citation: 01 Item/Group: 001A Hazard: STRUCK BY
Section 5(a)(1) of Public Law 91-596, the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that employees were exposed to being struck by falling propane tanks. (a)Service Truck - On or about February 20, 2008 employees were exposed to a struck by hazard from falling propane tanks from a flat bed trailer while extending the outriggers for the knuckleboom crane. The ground surface area where the flat bed trailer was being used to unload propane tanks was wet and unstable. Blocks were not provided to level the unit and prevent the unit from sinking into soft terrain. Among other methods, one feasible and acceptable method to abate this hazard is to: Position the crane on a firm, dry, and level surface as recommended in Iowa Mold Tooling Operation, Maintenance and Repair Manual, Section 1-9 Task Performance. Provide blocks if necessary to level the unit on sloping ground or bearing pads if the outriggers tend to sink on soft terrain.
