Section 5 (a) (1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment or a place of employment which was free from recognized hazards that are causing or likely to cause death or serious physical harm to employees, in that employees were exposed to fall hazards. Drug Enforcement Administration: Employees climbing fixed ladder on a silo, carrying equipment, did not have hands free for ascending and descending the ladder. Among other methods, one feasible and acceptable abatement method to correct this hazard is to use a tool belt and/ or bucket for lifting equipment.
