Text For Citation: 01 Item/Group: 001A Hazard: CONFINED
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards associated with entering into and performing work within a confined space: a.On or about August 30, 2002, the employer did not ensure that employees in the confined space located at the corner of Laurel and Arbor, were protected as required by the confined space requirement specified by the JEA, including but not limited to, tripods, blower, assigned attendents, training, monitoring, and timely completion of entry permits. Among other methods, feasible and acceptable abatement methods to correct the hazards include to follow the confined space requirements specified by the JEA, or to develop and implement a confined space entry program which included the following elements: 1)Identification and evaluation of confined spaces. 2)Develop and implement confined space entry procedures & program. 3)Utilize state of the art direct- reading instruments. 4)Provie retrieval equipment. 5)Provide training and information to affected employees (including, but not limited to, communications, emergency equipment, emergency procedures,and entrant attendants duties). 6)Develop emergency and rescue procedures. 7)Develop and implement monitoring techniques. ABATEMENT CERTIFICATION IS REQUIRED.TION
