Section 88.4 - Code of Iowa (1997) 88.4: The employer did not furnish to each of the employer's employees employment, and a place of employment which was free from recognized hazards that were causing or likely to cause death, or serious physical harm to employees in that employees were exposed to: (a)At the Job Site at 7th & University, Des Moines, Iowa - Sign lighting circuit was not deenergized to achieve a Zero Energy State. No lockout/tagout procedure was used as required by NFPA 70E. This condition resulted in an employee receiving a serious electric shock. This violation occurred on or about 2/19/99 and was noted on 2/23/99. Among other methods, one feasible and acceptable abatement method to correct this hazard is to implement an effective lockout/tagout program as required and outlined in NFPA 70E, Part II.
