29 CFR 1910.147(c)(4)(ii):The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: On or about July 23, 2024, the employer did not ensure the hazardous energy control procedure for the pail line turnover #2 machine, also known as the turnover 11.25 spin flange machine, clearly and specifically outlined the scope, purpose, rules, and techniques for the intended use of the procedure to be utilized while employees performed service and maintenance activities such as, inspecting and adjusting the drive chain and sprocket of the turnover #2 machine, unjamming pails at the machine, and performing lubrication and other preventative maintenance and service activities such as, replacing drive chains. The energy control procedure did not clearly identify the specific location for isolating and securing the machine's electrical energy source and steps how to block, secure, or release the machine's stored pneumatic energy source [per 1910.147(c)(4)(ii)(B)]. The energy control procedure did not identify the specific steps and requirements for how to test the machine to determine and verify the effectiveness of locked out devices and energy control measures [per 1910.147(c)(4)(ii)(D)].
