29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to Items of this section. a.) Tonnard Manufacturing Corporation, Bay 3 press area, on or about 07/06/2022 and times prior thereto: Employees were performing servicing and maintenance on equipment/machinery that included, but was not limited to, machine #300 250 ton Pacific Hydraulic Press. The lockout/tagout procedures were deficient in that; methods of controlling stored energy were not described, and there was no requirement to verify de-energization prior to initiating work.
