29 CFR 1918.81(i):No draft shall be hoisted unless the winch or crane operator(s) can clearly see the draft itself or see the signals of a signalman who is observing the draft's movement: a. On or about December 7, 2020, a crane operator hoisting a 5,000 lb roll of paper, did not physically see a signalman thereby, exposing employees to a struck-by hazard.
