29 CFR 1910.119(f)(1)(i)(D):The employer did not develop and implement written operating procedures that provided clear instructions for safely conducting activities involved in emergency shutdown including the assignment of shutdown responsibility to qualified operators to ensure that emergency shutdown was executed in a safe and timely manner. (a) On or about October 27, 2020 and at times prior thereto, at the Anheuser-Busch Houston Brewery, the employer exposed workers to ammonia chemical hazards when it did not develop and implement written procedures that provide clear instruction for safe emergency isolation of the #3 High Pressure Receiver.
