29 CFR 1910.147(c)(4)(ii): The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the elements identified in paragraphs (c)(4)(ii)(A) - (c)(4)(ii)(D) of this section. On or about June 16, 2020, the written procedure for locking out the Woodward Base in the Permanent Mold Department did not account for all sources or hazardous energy and provide clear instructions on the methods to control the energy sources.
