29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s): On the 1440 Luce St., Cape Girardeau, MO roofing project (5:12 roof slope), on April 1, 2020, the site foreman did not first inspect the roof to determine if a personal fall protection system anchor(s) was present or if an anchor(s) needed to be installed before allowing an employee to access the roof. An employee had already accessed the roof twice to place roof tile on the roof and the foreman was carrying tile up the ladder when he fell before reaching the roof. Abatement documentation is required for this violation.
