29 CFR 1910.23(c)(9): Portable ladders used on slippery surfaces were not secured and stabilized. On or about 11 March 2020, inside the Sugaright Plant near the holding tanks, employee(s) used a ladder on a concrete surface without preventing the ladder from slipping. This condition exposed employee(s) to a fall hazard.
