29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to the items in 1910.147(c)(4)(ii)(A-D) (a) On or about March 11, 2020, the employer did not ensure that energy control procedures utilized by the maintenance team clearly and specifically outlined the following elements. The specific procedural steps for shutting down, isolating and securing machines to control hazardous energy, the specific procedural steps for placement, removal, and transfer of lockout devices and the responsibility for them, or specific requirements for testing a machines or equipment to verify the effectiveness of lockout devices or other energy control measures. The lack of specific details in energy control procedures exposed maintenance employees to electrical shock hazards and contact with hazardous chemical hazards while performing such work.
