29 CFR 1926.1412(d)(1): A competent person did not begin a visual inspection prior to each shift the equipment was used, which was not completed before or during that shift. On February 26, 2020, and times prior thereto, the employer did not ensure a competent person completed a visual inspection with the rough-terrain crane prior to each shift the crane was in service. This exposed the employees to struck-by hazards.
