29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to items (a) through (d) of this section: a) Jobsite: James A Byrne Federal Courthouse, 601 Market St., Philadelphia, PA., Air Handler - The employer did not develop or document specific energy control procedures to be utilized for the control of potentially hazardous energy to ensure any and all sources of energy is isolated prior to employees performing service and/or maintenance on machines and equipment, including, but not limited to, Air Handlers. An employee servicing the machine suffered an amputation when he came in contact with a V-Belt. Noted on or about 1/17/20.
