29 CFR 1926.1425(b)(1): While the operator is not moving a suspended load, an employee not engaged in hooking, unhooking, or guiding a load was within the fall zone: a) Crane operations near pile holes: On or about October 21, 2019 and at times prior thereto, nonessential employees were allowed to be within the fall zone while the rebar cage was suspended over the pile holes which exposed employees to injuries associated with being struck by and crushed by the load.
