29 CFR 1910.23(c)(4): Ladders were not used only on stable and level surfaces unless they are secured or stabilized to prevent accidental displacement: a) EZ-Step Deck Ladder: On or about December 18, 2018 and at times prior thereto, the employer did not ensure that the ladder was setup and used with the footing (i.e. casters) on the ground which exposed employees to injuries associated with falls up to approximately 56-inches.
