29 CFR 1926.20(b)(1): It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part. On or about December 5, 2018, at the County Road EE, in Almond, Wisconsin; the employer did not have a written program to address the overhead electrical line hazards employees would be exposed to while operating a hydrovac truck.
