29 CFR 1910.147(c)(4)(ii): The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: (a) The machine specific LOTO procedures for the mechanical power presses were incomplete, in that they did not require the use of the interlocked safety blocks that were attached to the presses. (b) The machine specific LOTO procedures for the nail machines were inadequate, in that the procedures required the locking out of the main air supply, something that could not be done on the nail machines.
