Text For Citation: 01 Item/Group: 001A Hazard:
29 CFR 1926.950(b)(2)(v): The employer did not ensure that each employee had the required training to recognize electrical hazards to which the employee may be exposed and the skills and techniques necessary to control or avoid these hazards: a) On September 12, 2018 at 211 Greenville Road, sub-station, Greenville AL: The employer failed to ensure that employees had the required training to recognize electrical hazards they may be exposed to in that they were not familiar with bi-directional power feeds of 115kv joining together at the substation where they were installing and connecting a temporary shoofly. Employees conducting live-line barehanded electrical work when connecting the shoofly to the C-phase of the Greenville fed side and the Evergreen fed side encountered an electrical arc/current as they connected the second jumper end to the Evergreen side due to a difference in load potential between the two feeds which was caused by the switches being opened and cut which broke the load balance.
