29 CFR 1910.23(c)(11): The employer must ensure portable ladders used to gain access to an upper landing surface have side rails that extend at least 3 feet (0.9 m) above the upper landing surface (see Figure D-1). (a) On or about April 20, 2018 at the 113 N. Western Ave., Waupaca jobsite, a Vulcan Ladder System used to access a commercial roof which did not extend at least three feet past the landing. (b) On or about April 30, 2018 at the 113 N. Western Ave., Waupaca jobsite, a Cosco Multi-Use Ladder System used to access a commercial roof which did not extend at least three feet past the landing.
