29 CFR 1910.147(c)(4)(ii)(C): The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them: On or about December 18, 2017, the employer had not developed an adequate energy control program for the P-1A Fristam Pump which included specific procedures for identifying the location of the ball valves and globe/gate valves.
