29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person: (a) On September 16, 2017 and at times prior thereto; the employer did not ensure that a competent person implemented and inspected the traffic control plan, thus exposing the employees to struck-by hazards.
