29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stair rail system along each unprotected side or edge. The employer is failing to protect employees from fall hazards associated with working on a stairway without a stair rail system. The most recent occurrence of this was evident during the inspection of the facility located at 530 N. 17th Street, Lincoln, NE; where employees were in the process of building a stairway that had 13 risers and was not equipped with a stair rail system.
