29 CFR 1910.23(c)(1): Every open-sided floor or platform 4 feet or more above adjacent floor or ground level shall be guarded by a standard railing (or the equivalent as specified in paragraph (e)(3) of this section) on all open sides except where there is entrance to a ramp, stairway, or fixed ladder. a. On or about February 16, 2017 one employee was working in a grass area above a retaining wall at the parking lot of the structure and was not protected by any means of Personal Fall Protection, Guardrails or safety nets, exposing him to a fall of 10' 4" to the parking lot below.
