29 CFR 1910.23(e)(1)(vii): Mobile ladder stands and platforms that have wheels or casters are not equipped with a system to impede horizontal movement when an employee is on the stand or platform: On or about January 25, 2017, and at times prior there to, the employer does not ensure that a mobile ladder platform stand had casters that are equipped with a system to impede horizontal movement while an employee was working on the platform. The employee is exposed to a fall hazard in the elevated trolley platform area.
