29 CFR 1910.147(c)(4)(i): Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section: On or about 1/12/17 at 200 Jackson Road, Jackson, GA: Employees preparing to manufacture concrete were working inside the concrete batch plant sand bin breaking up frozen sand without being provided specific written emergency control procedures by the employer to protect them from startup of the equipment. On 1/10/17 one employee was hospitalized after being caught-in the sand bend of the concrete batch plant, while the equipments, electrical, pneumatic, and mechanical energy sources were not de-energized and locked or tagged out.
