29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s): The employer did not maintain jobsite inspections that were performed by a person competent to ensure employees were not exposed to the fall from height and struck-by hazards during residential roofing operations. The employer (Luiz Arnaldo Zayas Torres) was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.20(b)(2), which was contained in OSHA inspection number 1115282, citation number 1, item number 1A and was affirmed as a final order on 03/28/2016, with respect to a workplace located at next to 218 Arbor Meadows Ct., Fairview Heights, IL 62208.
