Text For Citation: 01 Item/Group: 001A Hazard: FALLING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to either falling onto protruding objects directly below the fall line of cages on fixed ladders or falling past the top of the pier to the ground below: BRIDGE PIER #32: THERE WAS NO CATCH PLATFORM DIRECTLY BENEATH THE CAGED LADDER THAT WAS USED TO GAIN ACCESS TO THE BRIDGE SUPERSTRUCTURE. EMPLOYEES FALLING FROM THE LADDER COULD STRIKE THE PIER GUARDRAIL DIRECTLY BELOW THE LADDER CAGE OR FALL PAST THE PIER AN ADDITIONAL FORTY OR MORE FEET TO THE GROUND BELOW. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS TO BUILD AN UNOBSTRUCTED CATCH PLATFORM DIRECTLY BELOW THE LADDER CAGE. ABATEMENT CERTIFICATION IS NOT REQUIRED FOR THIS VIOLATION
